Swastika Mahat From Dailekh Has Been Elected As Ward Committe Chairperson By Nepali Congress

Swastika Mahat, a 19-year-old girl from Dailekh has been elected as the ward president of the Nepali Congress. Mahat, a Nepali from Dullu Municipality-3 of Dailekh, has just turned 19 years old. She has been elected as the ward president from the recently concluded 14th general convention of the Nepali Congress. 

Mahat grew up in a political environment. His father Bhupendra Jung Mahat Dailekh was the Vice President of the Nepali Congress. He died two years ago.

"My father was the party's vice-president. His goal was to change society from politics," said Swastika.

For the last two years, Swastika has got to know the politician closely. Corona infection started after completing HA from Nepalgunj Technical College. Then she returned to the village. 

The happier she is when she is elected as the ward chairperson, the more she feels pressured by responsibility. "By believing in me, the party and the active members in the ward have unanimously won the ward chairmanship," she said. "This trust and confidence will not be allowed to die." 

Like Swastika, many youths have come to the leadership of the ward level from the ongoing 14th General Convention of the Nepali Congress. Leaders say that the entry of youth in politics has given new hope to the Congress. 


14th general convention of Nepali Congress begins

After changing the schedule five times, the 14th general convention of the Nepali Congress has officially started from Friday. Ward conventions have ended in 41 districts on the first day. 


The Central Election Committee (CEC) has said that the convention of 56 district wards was stopped on Friday due to natural calamities and other reasons. In the remaining 21 districts, the election process has not started as the active membership is yet to be finalized. The active membership dispute has not been resolved in the wards of the capital Kathmandu.  There are also membership disputes in Kavrepalanchok, Sindhupalchowk and Rasuwa of Bagmati province. There are eight provinces in Province 2 where active membership is yet to be decided. 


Central Election Committee Coordinator Mahadev Yadav said that election preparations had completed in all 77 districts. 


Election committee member Gopal Krishna Ghimire said that the election was scheduled for 21 August in 11 out of the 15 districts that could not be held on Friday, and the ward convention would be held within 23 August in four districts. "Elections in all the wards can be held before the local level convention scheduled for August 12," he said. 


The Manang Congress, on the other hand, has unanimously selected its leadership before the district convention begins. Shankar Gurung has been elected as the chairman. The district convention of Manang is scheduled for September 20. District Secretary Surendra Gurung said that the new leadership of the upcoming term has been finalized. According to Tek Bahadur Gurung, the current president of NC Manang, the new leadership has been selected by consensus, including district presidents, representatives for unions and states, district office bearers, regional working committees and even at the local level. 

Update of Nepali Congress Convention 

There is a lot of time from the ward convention to the central general convention. The Central Working Committee has unanimously made the schedule as there will be festivals in between. The process of the general convention has started from Friday. I think ward conventions across the country are held within 24-25 days. All policy decisions have been made to resolve the dispute over active membership. 


I believe that the central office will take care of all the technical issues. Now for no reason should we allow the General Convention to be affected. I am fully confident that the convention of the municipalities will end by 27th August and the convention will be held in 165 constituencies all over the country at the same time. 


Decisions are made by consensus in grassroots organizations. The higher the level, the greater the competition. This convention is also important as it is the first general convention after the country went into federalism. Because of Kovid, in some places he had to attend the convention at great risk. However, now all the leaders have no choice but to move the convention forward together. 

Nepali Congress Convention Situation in Different District

Although the active membership details of 56 districts have been made public, the membership of 21 districts has not been finalized yet. Therefore, ward conventions in all districts will not start on Friday. 

The Congress has stated that the convention will be held in the remaining wards of the district before September 10. Because the village / town convention will be held on 27th August. 

There is a provision in the Congress Legislature that active members will be voters in the ward convention. Ward committees will be selected from the ward convention and regional representatives will be elected. 

According to the amended constitution of the Congress, the regional representatives will select the leadership of the municipality while the constituency (state and House of Representatives) committee will elect the voters. 

Since the selection of the delegates for the Central General Convention is also done by the regional representatives, the ward convention is considered very important in the Congress. 

According to the constitution, the general convention of the Nepali Congress, which should have been held in March, 2076 BS, is about to start in five years and six months. The Central General Convention of the Nepali Congress will be held in Kathmandu from 9 to 13 November.
